Link to the pattern library page in the admin menu

Adds a link to the UI Patterns library page in the admin menu under Reports.

The PR just introduces a new file to create a menu link. I wonder why all tests are failing – I haven't touched anything except a new file which I created. Any pointers?

I've fixed the tests on latest 8.x-1.x, please rebase this branch on that and they should be ok again.

@ademarco any luck with this one? It'll be great to have this minor change in the next release so that people can access the pattern library from the admin menu instead of having to type /patterns manually all the time.
