Create a menu link to the "Pattern Library" page

There is no way to know (from the UI) that there exists a pattern library page. It'll be good to have a link to it in the admin menu.

IMHO, the PR61 is not OK because the parent is system.admin_structure instead of system.admin_reports.

I've updated PR 261 and now the menu link is under the Reports.

The PR is approved, but it seems it has not ben merged yet. It'll be great if we could get this merged.

PS: It's been 2-3 years now 😄
