SQLite: server-process-edition

It can be useful to offer another version of sqlite that works better for multiple processes and concurrent read/write. Read about it here https://sqlite.org/src/artifact/b98409c486d6f028

It's probably possible to just replace the sqlite sources, but it would be nice if this package would have an option to choose which version of sqlite should be loaded.
