Empty log files running in agents

This seems to be a regression. See #1322. Presently, it only appears when using the standard runner with agents and not using the netcore runner. Since only an empty agent log file is created, the error is likely to be in the agents themselves, which share common initialization code. Action in this repository will be to update to new agents when they are available.
