Made a policy to tackle increasing number of ai generated pull requests.

Thanks for the contribution. I'm going to go find a few other policies like this. I don't know how I would put folks on a restricted list at this moment but we could figure it out.

Did you have any sources for this policy? Would like to refer to the ecosystem on this.
