Data Criticality measurement for MonoVertex

Summary

Numaplane will need a measure of data movement health in order to determine if a new MonoVertex is healthy

Hey @juliev0 We do have data criticality metric for MonoVertex as well. Are you looking for something more specific for this? https://github.com/numaproj/numaflow/pull/1954

Well right now this is not the most comprehensive indicator and checks for only a critical condition. @juliev0
