Define custom health check for Numaflow resources in Argo CD

Summary

Argo CD supports to define custom health check scripts for CRD objects, which is located at https://github.com/argoproj/argo-cd/tree/master/resource_customizations, check the doc.

We need to define health check scripts for Numaflow resources including InterStepBufferService, Pipeline and Vertex, so that anyone who uses Argo CD to deploy Numaflow resources will know if the objects are in good shapes.
