make chat censor less paranoid and more configurable

first off, res seems like something that should be a data/ file. data/badwords.txt?

secondly, the name split check should either be turned off, a toggle option, or edited to suck less.
i decided to play as "Automated TF2 Playing Bot 6", which meant the splitter censored any chat message that had the following in it, even if it was contained in a word:

• "yin", as in "buying"
• "tf2"
• "ted", as in "defeated"
• "oma", as in "woman"

etc etc
while it is funny to see kids repeat themselves like 4 times since they think their message isn't being sent, it would be nice if i could chill it

(edit: also, why is lastfilter saving the filtered part instead of the fuckin message)

i wrote it long long back so it's kinda bad, anyways, the entire thing is not really good, the filter takes 3 and 4 chars rows respecifially, to avoid any bypasses, and i am unsure why i only save the filtered part to be honest
