Allow a setting under navbot that allows disabling wandering for engineer navbot, meaning the bot instead of wandering around when there is nothing to do, instead stands by its buildings

This should behave similar to the engineer bots in casual mode, found in 2fort under the names: Engineer INC bot Titanium mechanic (There are more im forgetting, ill expand the list when i remember more)
