Env Events

Overview

Currently, developers can add notifications to events that occur against workspaces (e.g. app launch, infra needs approval, etc.). It would also be helpful to send the same event notifications for events that happen to an environment (env launched, env destroyed). All of the same event statuses are valid (completed, failed, cancelled)
