If you have enough money, you can have almos 0% DEA Risk

Ok. If you start with dangerous distributors, but, having made enough money, you sell the dangerous part, you can handle negative DEA Risk for a lot of time.

As soon as one reaches the -% risk items, he can aim to be at 0%, and after that go into negative, which sounds like a valid tactic if one chooses so.

It's a good thing the highest tier of manufacturing and distribution now add risk again, the other high tiers were all 0%, which results in situations like this:

"You have a nearly impossible chance of a DEA raid (-4,997.5%)"

It actually makes a bit of sense. You're running a massive criminal organization, so you'd want to have an army of lawyers keeping The Man off your back. Once you're buying Meth Marts and Industrial Complexes, you can also afford to have a few hundred/thousand lawyers on your payroll.

"You have a nearly impossible chance of a DEA raid (-995,859.9%)" 50,000 lawyers. :)
