New CD Pipeline

Jenkins.Net does not currently have a pipeline setup for continuous delivery. Previous pipelines have been setup on Jenkins and (then) Photon, but I am no longer hosting my own servers to run these applications.

I am currently looking into Travis CI as a free alternative so that NuGet releases can be continued.
