[Bug]: Diagonals fail on dpad and analogue stick on Contra A.C. but only on the NES games
Issue Summary:
When using the patch on Contra Anniversary Collection, no matter how the INI is set up, the NES-based games (Contra, Super C) do not recognize diagonals at all. The arcade games work as they should. Haven't tested SNES or Genesis to confirm their condition.

Reproduction:
Install the files to the Contra folder. Edit the INI to turn off MGS1-specific patches or not, makes no difference in end result. Load game, choose one of the NES games. Diagonals fail to work on both analogue and dpad. Remove all patch files Restart the game NES games work fine, diagonals are no issue on either analogue stick or dpad.
I can confirm this also hits the Castlevania collection. I can't do diagonal whipping in Super Castlevania 4, so it's also hitting SNES games and almost certainly Genesis too.
