[NEOS-556] Add posthog capture events to neosync cli

that way we can get a better idea of how people are using the CLI.

Along with this, we need to add a NEOSYNC_ANALYTICS_ENABLED flag to allow people to disable analytics.

This should also be storable in the neosync config to persist.
