[NEOS-1104] support for deterministic anonymization/synthetic data

we need to be able to support deterministic anonymization/synthetic data at some poin

the same input should produce the same anonymized/synthetic data output

this is important for analytical use-cases as well as development use-cases where you need to understand if multiple rows belong to the same person
