[NEOS-919] Terraform Provider forces job re-create when changing anything on the job

I set the wrong destination on the job, when I changed it to be the correct one it forced a replacement of the job for some reason.

This seems to be happening when I make any change to the job. It appears to be something with the account id causing a forced replacement. Not sure why this isn't being caught when the terraform tests but we should update the tests to catch this as well.
