Make Virtual Interfaces not Disappear

In case of disaggregation interface, it would be useful to have the possibility to not let the interface disappear in case no traffic is seen on that interface.

e.g.

1 hour ago traffic was seen on Interface VLAN 50. Now no traffic is on that interface and it disappear.

For problem analysis this is a bad habit, cause no info about that interface can be found.
