Trigger an alert when a MAC disconnects from the Network/SNMP

What would you like to add or change?: Add a new check that's going to be triggered when a MAC disconnects (removed from ntopng, so, no more seen for a period of time) from both Network or SNMP.

Why do you and others need this?: In a closed network, devices should always be the same (both up and down) so no connection nor disconnection should be seen in a network like that.
