[Suggestion] swap "Select Tags..." and "Manage Tags..."

When you've got a bunch of tags, it feels more instinctive that the menu option to select multiple tags should be at the top of the context menu for adding a single tag. It also doesn't feel natural for the menu option to create/delete/etc a tag to be within the context menu for adding a tag.

(at least, in my opinion)
