Support extended SC types

https://github.com/neo-project/proposals/pull/160 is merged which means we can add support of fully-qualified extended types to manifest, contract bindings and compiler. It should be noted that standard diverges a bit from our existing bindings extended types implementation, thus implementation should be adjusted according to standard.
