Consider QGIS feature request to support asynchronous online layer loads

Currently, project load is dependent on GetCapabilities requests for every online layer. Why make project load wait for this for all layers, including un-toggled ones? I don't think "just-in-time" is necessarily right either, but at least don't block the project from loading.
