Create documentation for the "Layers menu from project" plugin

We're not sure if this already exists or not, but if not it should! Allows using QGreenland in combination with other projects without populating the Layers Panel with all QGreenland layers. It doesn't have the load-time disadvantages that QGIS has when opening a project file. #715

We have users that use this.
