Suggest changing units for input and output from km to m to match CRS definition.

Problem: The units for input and output projected coordinates are in km. The Earth semimajor axis projection parameter is also in km. These do not match the units parameter for the CRS definition. This can cause issues when the conversion routines are used with data sets that have projected coordinates that conform to the CRS definition; x and y coordinates need to be converted from km to meters.

Suggested Behaviour: Change units from km to m. This ensures the conversion routine conforms to the accepted CRS definition and avoids errors when the routines are used with conforming datasets.
