Use target URL param pattern

Instead of using a a config file to expose multiple devices, it would be better to have a URL param called target.

Similar to how the blackbox_exporter and snmp_exporter work. This avoids the problems of having to push service discovery to the exporter.

This would make the exporter follow Prometheus best practices.
