Update target framework to net45 or net46

Latest version of CsvHelper only supports net45 target and newer.

This means no more Windows XP and Windows Server 2003 support which is fine because they are no longer supported.

Should probably get one latest version released that supports those platforms, dump new data, and then make the change.

Looks like net46 supports Vista and it is the default for the initial release of Windows 10 so perhaps move to net46.
