fix(gradle): add build-ci target even if atomized=false

Current Behavior

when atomized=false, it does not generate build-ci and check-ci targets

Expected Behavior

• when atomized=false, it should still generate build-ci and check-ci targets
• upgrade dev.nx.gradle.project-graph version to 0.1.2
