cleanup(angular): rename webpack-server executor to webpack-dev-server

Current Behavior

Dev Server support with custom webpack config is under an executor called webpack-server. When we implement custom webpack config support for SSR server, this will create naming conflicts and confusion.

Expected Behavior

Rename the executor to webpack-dev-server to be more clear.
