feat(core): add --only option to nx affected

ISSUES CLOSED: #11478

I'm not 100% sure I added the only arg in the right place, or in the right fashion. But this was my best guess. Please let me know if anything isn't right.

Current Behavior

nx affected cannot run on only a whitelist of projects.

Expected Behavior

nx affected --only myapp Can now run a target on a subset of projects, only if affected.

Hey @AlexJWayne! This PR has gone a while without comment from us, unfortunately. Looking at this now, I'm not sure that we would want to add this flag, and feel like we need some more discussion before moving forward.

For the time being I'm going to close this, in favor of discussing further in #11478. After we agree on the path forward, a new PR can be drafted.
