Up stairs on level 13

I have a set of stairs going up on level 13. The project to repair them doesn't seem to appear. It should probably either work or it shouldn't be visible.

Eventually I found a blueprint which made up stairs possible to create. But now its just a grayed out button with "locked resources"

This is also intended. Being able to build the passage to level 14 is meant to be a long term goal and it will unlock much later. I'm leaving the issue open to add a better hint to what and where the locked resources might be.

I've improved this over a few versions and I think in the latest it's much clearer, so I will close this issue now. Let me know if you think otherwise!
