Building Projects on wrong level

Not sure if this is correct behavior or not, but I'm able to build the level 12 down stairs on level 13's camp with level 13's metal. This makes it significantly easier since I can use the production infrastructure on level 13 instead of level 12.

To be honest I haven't decided how this should work yet. Probably it should only be available after you have the trading post.

Doesn't this have to be possible as you don't give every level camps?
