chore: move stalled projects under a new section outdated

All of the affected projects have not seen an update in more than a year and there is no PR updating it to a newer version of zig. Especially for a fast moving target like zig, imho, this is detrimental for the goal of showing awesomeness. As things stand right now, people bump into roadblocks quite quickly.
