CLI: check subcommand

Do various coherency checks of the RFC metadata. Including: check for tags which only occur once or twice (possible typos), number and filename match, compare to scan data, data formatting...

Currently it only supports scanning all RFCs

There is no CLI support for teams at the moment

The RFC book has source code highlighting, we don't. It would be nice to have.

Currently at 0.8%

Currently we only support the merged ones, would be good to support open and closed ones too.

Build a search index over the RFC text, add a search box and results page to the frontend.
