Admin and Action menu disappears sometimes

Admin and Action menu for some reason disappears sometimes and the only ways to get them back is by Enter a vehicle, wait for the menu to pop back up, then get out of the vehicle, or a relog. This doesn't happen too often but when it does it's really annoying.

Also want to point out that sometimes when i log in (admin) i log in with the action menu and i need to relog to get the Admin menu
