What change does this PR introduce?

  1. Added new chat notification provider LINE Notify

Why was this change needed?

LINE is very popular chat application in Asia especially in Thailand and Japan. LINE Notify is LINE' s services that allow developer send the chat notification thought chat in LINE app via API
