Readme does not properly define commands for Windows using VS2019

Self-titled - after discussions in Discord, the current way that is projected in the readme to build in Windows is discouraged when using VS2019, and needs updating to specify as such.

Currently, the readme only states when performing configuration manually, which is only required when building without VS2019z

We should add a contributing guide and place instructions for IDEs and the like there.

I second this. A contributing/getting started MD would probably be a better fit for this. Our readme is more for "here's the quickest general way to get going."
