Closing last leaf in popout window loses hover editors

I'm not sure if we should stop this from happening, but we definitely could.

(e.g. add a new empty leaf before detach of final leaf in a popout with pinned hovers unless the window itself is being closed)

I'm having this issue as well. It sounds like your issue is that hover editors in the popout window close, but I'm having an issue where closing a popout window with no hover editors closes hover editors in other windows.
