Have to toggle twice to ensure rearranging always works.
Like others have mentioned, there seem to be some issues with the rearranging function. Sometimes it works, sometimes not. And I just found that, but without too much testing, if I toggle the rearranging icon twice, it could always work well as expected. So hope this can help you find out what's going wrong, and thanks a lot for this awesome obsidian plugin.
This trick worked yesterday, but won't work today. I've been clicking all over the place for a long time, but rearranging is completely ignored.

If it fails, try to click on the rearranging icon a few more times quickly, finally it would work as expected, at least it works for me...
