RTX 4060 mobile

Im having a problem with my laptop with a 4060. I update the vbios with the new one and everything works, but my gpu says it is using 590w of power and is stuck at 210mhz. The performance is terrible and I think that the 210mhz is actually true, while the power is obviously incorrect. What could be causing this.
