Scroll bar not synced after Clone to Other view

Description of the Issue

When Clone to Other View is clicked, the new window leaves the scroll bar at the top and is not matching the original document. It corrects itself when the second window is scrolled.

Steps to Reproduce the Issue

1. Click Clone to Other View
2. See the new scroll bar in the new window is at the top.

Expected Behavior

New cloned window scroll bar should match original document scroll bar position

Actual Behavior

New cloned window doesn't match original scroll bar position.
