feature request: windows standalone version

I just cant find it. Ive looked everywhere.

There is no windows support. You can only use it as libretro core (on RetroArch and such) on windows.

I've done some experimental work on a windows version. It's only barely functional, but the adventurous can try it in the actions for the win32 branch in my repo.
