[Sega CD][Glitch] Chuck Rock II (USA) Sega CD special effects are glitchy

Chuck Rock II: Son of Chuck for the Sega CD / Mega CD uses specific special effects which are not rendered correctly, such as rotating boulders or the giant bird in River Race stage:

Giant Bird	Boulders 1	Boulders 2

This does not happen with the megadrive/genesis version. Tested with US and EU version/region.

Notes

• This is a duplicate of https://github.com/libretro/picodrive/issues/204 (the issue is emulation related, not specific to libretro)
• The bug is also present on almost all the other emulators I've tested on all platforms. So far, only ares emulator display these effects correctly with the EU version (the US version does not boot).
