[User Story] - notation sign - Remote sign remote artifacts

As a signer, I want to remote sign remote artifacts stored in registries, so that the integrity of the artifacts is ensured as artifacts are pulled and promoted across environments.

Note: signing with local key, but only for remote artifacts. Not signing local artifacts.

As mentioned on the notation call today. As long as we know this works with new directory store with alpha 3 bits, then I'm good to close this as part of alpha-3.
