Reposting replaceable and addressable events

According to NIP-18, kind 16 generic reposts are to be used for anything other than a kind 1 text note, for which kind 6 reposts are reserved. This, and the presence of the k tag, appear to be the only differences between kind 6 and kind 16 reposts, implying the presence of an e tag in reposts.

NIP-18 has already been amended to allow for quoting replaceable and addressable events, but no way to repost them, in reference to the latest available version (even if updated after the repost, as would ordinarily happen on the web) appears to be present.

I suggest using kind 16 for this purpose too and specifying that events should have an a tag (and not have, or at least not be required to have, an e tag) when reposting an addressable event. The k tag, while technically redundant with the a tag, should still be included.
