Update CI flow

Description

This PR includes these major changes.

• .github(Fedora): Add docker build flows for Fedora
• .github(macOS): Fix condition to notarize and deprecated set-output
• Implement in-tree build
• cmake: Move generated files under build directory
• .github: Update versions of reusable actions
