Some characters being doubled after upgrade to 3.1

Previous version of putty-nd 3.0 works well, but version 3.1 duplicates some characters at input, eg. quote and double quote is echoed twice during console input. This is not a problem of local echo - i tried to set it Auto-Force on-Force off - nothing helps.

+1 It seems all dead keys are being repeated, it may be related to l10n.

In my case the only problem with duplicates I found was with the ~ character, no troubles with quote or double quote.
