Add provisions for DB and metadata restore

• Platform: EKS 1.21

Actual behavior

1. The db-dump command just dumps the DB without any restore option.

Expected behavior

1.That there will be a restore option

My use case is that I spin up a noobaa cluster temporarily when we have a big data job, then tear it down when the job is done, then bring it back up for another job. The data will be stored in the buckets of our cloud providers, but we need a way to save noobaa's metadata.
