BackingStore Phase Mapping for in progress states (INIT and DELETING)

To continue the discussion on PR #198

We are currently mapping INIT and DELETE states of the resources within NooBaa to Ready on the BackingStore OBC.

It might be problematic since these states are not really a state in which this BackingStore can be used. We discussed about adding reason/message to better explain the state. It's good progress but not the end goal.

We might want to consider adding two phases in which their reconcile doesn't really do anything, but they are more of a "pending" phase until the process (init or deleting) is done and the state moves to the next phase.
