Sync Operator BackingStore/BucketClass CRs with noobaa-core API Storage Resources/Object Buckets

NooBaa is manageable directly via the noobaa-core REST API and indirectly via noobaa-operator CRs. The noobaa-operator CLI manages NooBaa via a mixture of direct noobaa-core REST API calls and indirect noobaa-operator CRs. Any relevant changes applied directly via the noobaa-core REST API should be "sync'd" to corresponding Operator BackingStore and BucketClass CRs.

@ron1 I agree! The operator should sync both ways. We discussed it before but did not document it.
