[Suggestion]: Make rain not fall under WS

Description of feature request

My idea is to just make rain hit the top of the WS and not be seen while under it. This is a very small and situational thing so if it's not added, that would be totally fine, but it could look cool. It probably shouldn't apply until the storm hits one of the later phases, like 5.5 and onward.
