Add Perun State Channels?

We recently added support for multi-ledger channels to go-perun. These are channels that can hold assets from different chains and thereby allow cross-chain swaps, for example. Here is an explanation how that works: https://labs.hyperledger.org/perun-doc/concepts/multi_ledger.html.

• Add it to the correct design category (e.g validator set). Perhaps we should add a new category for state channels? Not sure
